From the Preface: "The esteem accorded by society to an individual, for the results of the exams he has taken,... can be assumed to be based on the grades obtained in the exams themselves; since the majority of society believes the grades resulting from exams compliant with the merit of the person examined, although they are simple statements indicating the impressions he produced on the voters, which do not always correspond to the extent and nature of his ability.
